Includes the Blazor frontend in the root solution and CI build.
Refreshes .NET 8 and test dependencies and resolves frontend nullable warnings.
Adds manual CI runs, scoped permissions, concurrency control and pinned actions.
Clarifies the repository as a concluded technical challenge.

Tests: 6 passed
