live in makekosmos/cortex.
This repository is not a source repository and has no standalone release unit. Do not open duplicate implementation issues here. A future split requires the Core/Cortex/app branches to stabilize and an explicit lifecycle transition with owner, artifact, toolchain, aggregate check, and CI evidence.
