Adds a comprehensive SSS test suite. Falls back to legacy endpoint for supported capabilities if
/v4or/v5sync endpoints are not found.Note that this builds on the currently (7/17/26) merged proposal (e.g., I enforce a
room_idtie-break for cases wherebump_stampis tied for multiple rooms and causes exclusion issues at the boundary... TODO: This tie-break change however does not appear to have made it onto this grafted branch).Currently Synapse only hard-fails the
