Summary

Qiskit 2.0 was released almost a year and a half ago, so we are dropping integration test coverage for Qiskit 1.x.

This simplifies build.py and reduces test time by running the integration tests and sample notebooks once with Qiskit 2.x. Previously, the entire integration test suite ran once per Qiskit version, including tests unrelated to Qiskit.
Qiskit version-specific resource-estimation assertions have also been removed.

Benchmark

I ran the publish.yml workflow on two branches: this branch, which runs the integration tests once, and a comparison branch, which runs them once per Qiskit version. The benchmark covered only the Build Platform-Dependent Py Packages stage, where the core of the runtime reduction occurred, rather than the full pipeline. Windows ARM64 was excluded because it does not run these integration tests. Across the measured platform jobs, the average runtime decreased by 15.7%.

This benchmark did not include notebook execution. Qiskit-related notebooks previously ran once per Qiskit version, so including them would show additional savings.
