This adds a negotiation mechanism for Partial MLS client.
As defined, merely download and validating a ratchet tree is insufficient to transfer from a full to partial client, or deleting it to transfer from partial to full. The client needs to signal to the group whether it is full or partial during an epoch transition.
This PR also provides an indicator whether the DS is responsible for annotations, or only full clients within the group. If this feature is not desirable, it could be removed.
