feat(github): format issue footer with mapped provider handles and model references

Summary

• GitHub Issue Footer Formatting: Formats the appended issue footer to \From sudonotes · idea: <title> · model: @<provider_handle>(<model_id>).
• Provider Handle Mapping:
  • \�nthropic\ -> @claude\ (e.g. @claude(claude-opus-5))
  • \openai\ -> @openai\ (e.g. @openai(gpt-4o))
  • \google\ -> @google\ (e.g. @google(gemini-2.0-flash))
  • \deepseek\ -> @deepseek-ai\ (e.g. @deepseek-ai(deepseek-chat))
  • \meta\ -> @meta\ (e.g. @meta(llama-3.3-70b-instruct))
  • \mistral\ -> @mistralai\ (e.g. @mistralai(mistral-large-2407))
  • Fallback -> @\
• Clean Omission: When no model is assigned (or model string is empty/whitespace), completely omits the \· model: ...\ segment.
• Cross-Layer Support: Added helper functions & unit test suites in both Rust (\github.rs, \�i.rs) and TypeScript (\issueFooter.ts, \issueFooter.test.ts), plus updated docs.
• Tests: All 31 core tests, 68 backend tests, and 53 frontend tests passing with 0 build errors.
