Adds an opt-in dev pane (toggle persisted in localStorage) that lets a page annotate sections via <DevNote>: a numbered marker appears on the page and a matching entry appears in a docked sidebar, so implementation detail can live alongside a page without cluttering it for visitors. Piloted on the detail page, where each section's note lists the components used there (reusing the existing ComponentReference pattern) rather than duplicating the page's own visible prose.
