Aligns .project/maintainers.yaml with the nmstate repository MAINTAINERS.md file (https://github.com/nmstate/nmstate/blob/base/MAINTAINERS.md) by adding Jan Vaclav (@jvaclav-rh), Red Hat, who is listed as a current maintainer in the nmstate repository but missing from .project.
