fix(docs): correct VERSIONS.md's stale agent_repos_scope reference - #559

agent_repos_scope was replaced by agent_repo (a list of "repo#ref" strings) earlier today — VERSIONS.md still pointed at the deleted variable name, which no longer exists on nullplatform/agent. Also doubles as an end-to-end smoke test of the release flow (fix: commit -> patch version bump -> release-please PR -> auto-merge -> tag/release) after today's dual release line rollback.
