Summary

agent_repos_scope was replaced by agent_repo (a list of "repo#ref" strings) earlier today, but VERSIONS.md still pointed at the deleted variable name.

Also serves as an end-to-end smoke test of the release flow after today's rollback/version work: fix: commit → patch version bump → release-please PR → auto-merge → tag/release.
