Stabilize mobile command updates and composer submission

Summary

• treat shell lifecycle and VCS branch events as advisory instead of invalidating all connection queries
• keep installation update-available notices on the healthy event generation
• close and blur the composer before publishing an immediate submission transition
• record the redacted signed-iPhone command-event stability result
