fixes for #1359
this change updates user facing error messages to use SPARQL instead of the older term SPARUL
the current access denied messages show SPARUL DELETE, SPARUL INSERT and SPARUL MODIFY many users are familiar with SPARQL but not SPARUL which can be confusing.
this change only updates the displayed error messages.
