Add cargo fmt, clippy enforcement
Remove old dead code:
- gusto/src/federal_tax_details_beta.rs
- sendgrid/src/suppressions_global_suppressions.rs
- sendgrid/src/suppressions_suppressions.rs
- stripe/src/3d_secure.rs
Cargo-shear comes later.

Note: Clippy enforcement requires:

Improve generated code to emit fewer warnings #122
