The old "required handoff" trigger fired on intermediate, uncommitted work. Publication (commit/rebase/push/PR) now requires an explicit user request, a specific VCS action, or another workflow in this file such as Discord-originated work. The "required handoff" wording in AGENTS.md treated every finished edit as a reason to commit and open a PR. That was firing on intermediate, uncommitted work.
Narrow the trigger: only publish when the user asks for publication or a specific VCS action, or when another workflow in this file requires it (Discord-originated work still does). A request to change code, docs, or config is not publication by itself.
