targetmode offset tie-breaker -- kept the existing offsets-performant ordering logic for sheduler-mode=target, but added a tie-breaker when two or more Arweave L1 non-data TXs share the same offset, which mitigates non-deterministic ordering behavior in this modetx_field/4forrewardfield
