Publish deterministic git archive tarballs as GitHub release assets and use their stable release URLs in BCR source.json.
Backfilled 0.10.1 and 0.11.0 source archives, verified reproducible checksums, and removed the unstable URL skip. BCR CI now rejects autogenerated archive URLs.
