Remove PostgreSQL 13 and 14 bindings, Cargo features, compatibility paths, and CI jobs, leaving PostgreSQL 15–19 as the supported versions. New extensions and examples default to PostgreSQL 15, and cargo-pgrx ignores retired entries in saved configuration while rejecting explicit `pg13`/`pg14` selectors. Workspace compilation and backend tests passed for PostgreSQL 15–18 and 19beta1, with backend tests covering both cshim configurations; the PG15 range regression also passed. The full workspace test run still hits an existing `arrays-dont-leak` compile-fail diagnostic snapshot mismatch, which reproduces identically on the unchanged baseline.
