This reverts commit 2330f9e. Both rules_cc and apple_support now enable C++17 by default.
Org will strip leading and trailing newlines from included files, leading to some ugly renderings.
This also causes Texinfo to treat the space after the abbreviation as a word-space, not a sentence-space.
