test(ci): gate audited assertion regressions [ENG-4236]

Summary

• run push CI on the repository default branch (master)
• expand assertion-aware CI from six entries to all 22 non-empty example profiles
• fail the gate when a profile no longer contains a Credible assertion dispatch, preventing empty/plain-Forge suites from passing silently
• keep the full shared protection suite under PCL and split Safe guard compatibility/tooling into an explicit continuously-run Forge integration job

Validation

• workflow YAML parses successfully
• all 22 matrix profiles pass the assertion-dispatch preflight locally
• git diff --check

Merge note

This issue is blocked by ENG-4231 through ENG-4235. Once those sibling PRs merge, this matrix continuously executes their honest and counterexample regressions, including quarantine wrapper coverage.
