Adds `--implement` so a cloud coding agent can close the highest-severity drift gap directly into a pull request, with no DevRev connection and no `dev-workflow` skills to hand off to. Also removes a link into a contributor's local Claude memory directory, which could never resolve for anyone else and named a private repo and a personal filesystem path from a public repository.
