nimble 0.22.x extracts an empty version from INI-style ([Package]) manifests during dependency validation, so the released isaac tags cannot satisfy a '>= 0.1.3' range and uuids gets dropped from consumer resolution graphs. Convert the manifest to the modern format and pin isaac at the pragmagic/isaac#4 revision (content identical to v0.1.3, modern manifest). Bump the pin to the merge commit once pragmagic/isaac#4 lands.
