git_ui: Add full pull request review pane - #2

Add `review: open review pane`, which opens the full GitHub Conversation UI as a tab: a tabbed header (Conversation / Commits / Checks / Files changed) with diffstat, the comment/commit/event timeline, CI check results, deployment and merge status, and a reviewers/labels/assignees/milestone sidebar. The Files tab renders diffs with a virtualized `uniform_list`. A review can be submitted with Approve / Request changes / Comment. Builds on the comments pane and shares its GitHub fetch/reply path. Release Notes: - Added a full pull request review pane (review: open review pane).
