Currently the upload_ca_cert plan does some... interesting things in Puppet code to aggregate the results. This was written before the aggregate::targets function/plan existed, and this is probably a better solution to use. We may be able to convert the upload plan to a task, or use bolt file upload instead if that works with aggregation.
