Port the SC7280 NoC provider from the Linux kernel. It describes NoC instances and their BCMs, and reuses the existing
qcom icc-rpmh helpers for probe, bind and voting.

Taken from Linux commit 46bdcac ("interconnect: qcom: Add SC7280 interconnect provider driver").

Enable it for the qcom board via CONFIG_INTERCONNECT_QCOM_SC7280, which covers the SC7280/QCS6490 (RB3 Gen2) platform.
