Offsets everything on the device to be inside the partition, so can be combined with `--program`, `--all`, `--range` (range will be offset by the start of the partition)

Adds support for passing
--partitionto save/verify files in partitions.Offsets everything on the device to be inside the partition, so can be combined with
--program,--all,--range(range will be offset by the start of the partition).Fixes #348
Some examples:
picotool save/verify --partition 1 tmp.uf2will parse the binary info and save/verify the program from partition 1picotool save/verify --range 0x10000000 0x10001000 --partition 1 tmp.uf2will save/verify the first 0x1000 from partition 1picotool save --all --partition 1 tmp.uf2will save all of partition 1
