Summary: Fix the Stata rdhte startup check for the current rdrobust version stamp, stop scanning before later quoted comments, bump the Stata rdhte stamp to 0.2.1, and add a changelog note. Root cause: rdhte expected a v-prefixed rdrobust version, but current rdrobust uses a plain version stamp, so scanning continued into comments containing Stata quotes and produced r(132). Validation: Stata 16 synthetic checks returned rc=0 for rdhte dar wm, rdhte dar wm with covs_hte(tot), and rdhte dar wm with covs_hte(i.tot).
