fix: keep one mise identity per suite tool

Summary

• choose one canonical publication source for every RedDB suite product
• install and update suite agents through their managed alias instead of writing a second qualified global declaration
• migrate existing duplicate qualified declarations only after proving the alias install exists
• back up the original mise config before retiring redundant declarations
• pin the GitHub-vs-npm source matrix with regression tests and documentation
