It reads well; I left mostly nits or potential small reworkings.
One non-nit thing I thought would be good to draw attention to is the tie between Maintainers in Residence and driving forward Rust Project Goals, when the framing fits.

Reworded a few things according to suggestions. I agree that linking to Project Goals is relevant, though we don't yet know the exact mechanism for how will those be funded and how it will be tied to RFMF, which is why I didn't include them in the first version. |

I rewrote what oli initially prepared in #1852 (with his permission), to only focus on the external part of the announcement (i.e. no "how to apply" section), and to provide a bit more context on what we are announcing.
I set the publication date to next Tuesday, June 2.
