actions-rs/toolchain and actions-rs/install have been archived for a while now, so this swaps them in CI for rustup and cargo directly. The runners already ship rustup, and the toolchains, components, and the installed crate version stay the same as before.
This is part of a wider effort to remove archived actions across rust-lang repos, tracked in rust-lang/crabwatch#49.
