Adds os.host() -> Result<os.host_info, Error> for consumers that need OS-observed host facts without subprocesses or inferred identity. The qualified ordinary Move record owns exact uname system/release/machine text, an absent CPU description, and an optional online logical CPU count. Missing facts remain absent and native validation failures remain errors.

The complete capability includes the native 88-byte ABI, builtin identity and interface reconstruction, HIR/MIR schema certification, and arena-independent cleanup. It does not claim authenticated identity, a physical-host CPU count, or consumer adoption.

Validation: native failure/layout owners; uname/sysconf comparison; whole/per-unit ownership with allocation balance and omitted-Drop negative controls; cold/hit cache; malformed HIR/MIR rejection; runtime ABI exports; bounded PR gate and workspace Clippy. Independent full-diff inspection found no P1/P2 code issue; the author synchronized the ABI inventory and resolved a Clippy warning afterward.
