Adds fs.create_dir(path) and fs.is_dir(path) for ordinary path-based directory operations. Creation creates one directory under the process umask; observation follows symlinks and returns false only after successfully observing a non-directory. Missing or inaccessible paths remain errors.

Both APIs borrow validated UTF-8 paths without retaining them. HIR/MIR certification and native output validation cover the new operations. Plan 43 records the reviewed contract and closure matrix; retained byte-path operations remain a separate capability.

Validation: 40 filesystem driver tests, malformed native/HIR/MIR owners, platform-adapted umask and permission tests, runtime ABI exports, bounded gate, and workspace Clippy. Independent full-diff review found no P1/P2 issues.
