The preferred (maintainer) publish path already had real production
evidence (PR #517's Gate section shows producer=maintainer,
satisfaction=preferred), but this repo's actual day-to-day workflow always
runs a maintainer full gate, so the baseline (generic) path had never
actually been exercised end to end -- only covered by deterministic
fixtures. This commit is itself the dogfood: it ships via a generic-tier
gate result plus `pmctl ship finish --gate-result`, rather than the usual
maintainer flow, to produce real stdout/PR-body/marker evidence for the
baseline satisfaction branch.
