sempods adopts the Contributor Covenant, version 2.1, in full:

It applies to every project space — repositories, issues, pull requests, discussions — and to public spaces when someone is representing the project.
Report unacceptable behaviour to hello@sempods.org. Reports are handled
confidentially and reviewed by the maintainer.
The obvious limitation: right now the maintainer is one person, who is also the person you would report about if the problem were with them. There is no independent channel, and the Contributor Covenant does not supply one — it directs reports to the project's own community leaders, which here is that same address.
So, plainly: if the problem is with the maintainer, and writing to them is not something you are willing to do, what is left is public — raise it in a Discussion, or anywhere else the project can be seen. That is a thin answer, and it is the true one. As soon as sempods has more than one active maintainer, a second contact is named here and this paragraph goes away.
Stating this plainly seems better than implying a review body that does not exist.
