Add Beune BOF Collection

Adds the published beune-bof-collection extension package and its repository-specific Minisign public key.

Validation:

• package Minisign signature and byte-exact trusted manifest verified
• release is latest, immutable, non-draft, and non-prerelease
• package archive exposes seven Windows/amd64 COFF commands through its signed extension manifest
• validate_index.py reports no new issues relative to signed index v0.0.45

Known baseline findings remain unchanged: duplicate sa-ldapsearch entry/member and the historical nopowershell bundle reference.
