What
Add timeout enforcement and connection error handling to LLM API calls to prevent indefinite hangs when Ollama is unresponsive.
Why
When Ollama becomes unresponsive, API calls could hang indefinitely. This adds explicit timeout and socket error handling to fail fast with clear error messages.
