Full README replacement per operator direction: delete and modernize. The old page carried a v0.6.17 status badge, PG 14–17 claims, and errata-era scope notes — all stale. New page: tight manifesto + capability tables over the measured 0.6.33 SQL surface, fail-closed principle section, a quickstart executed verbatim against a live 0.6.33 instance before commit, one-command attestation verify, scale summary, docs map. Docs-only change.

Full replacement of the 517-line README, which had drifted badly: a
v0.6.17 status badge, PostgreSQL 14-17 support claims, pgrx pins,
errata-era scope notes (E-011/E-012) — none of it current. The new page
is ~200 lines, written for people who solve knowledge-graph problems
with a farm of separate services and can have it in one Postgres:

- manifesto opening (one instance instead of a farm), pg18 badges only
- capabilities as tables over the MEASURED 0.6.33 function surface:
  SPARQL 1.1 query+update, SHACL Core 25/25, OWL 2 RL + RDFS, the
  loader family, custody (lock/carve/integrity), RDFC-1.0 graph_digest,
and the operational truth surface (version/build_id, stats)
- a "fail-closed, on principle" section: refusals over silent widening,
  counters that make incompleteness detectable
- quickstart run VERBATIM against a live 0.6.33 instance before commit
- provenance: one-command attestation verify, one-version-one-SHA
- scale summary (Wikidata truthy 8.2B, LUBM-500 112M closure) + docs map

No roadmap tables, no errata, no version pins that rot.
