Add tiered LC-MS Console annotation settings

Summary

• allow each LC-MS MSP annotator row to select its own TargetOmics mode
• make LBM annotation explicitly Lipidomics and add configurable LBM priority
• preserve project-level TargetOmics as the fallback for existing parameter files
• add parser tests while retaining the recently merged GC-MS Fiehn coverage

Tests

• MsdialCoreTestAppTests: 11 passed
• MsScanMatchResultEvaluatorTests: 16 passed
• MSDIALCUI net48 Release build: succeeded

Notes

The branch was rebased onto the current origin/master. Existing package vulnerability and vendor SDK architecture warnings remain unchanged.

Local validation passed after rebasing onto current origin/master: MsdialCoreTestAppTests 11/11, MsScanMatchResultEvaluatorTests 16/16, and the MSDIALCUI net48 Release build. GitHub Actions failed twice in the repository-wide Build step because http://prime.psc.riken.jp/compms/code/InchikeyClassyfireDB-VS5.icd forcibly closed the connection (MSB3923). The failure occurs in MsFinderCommonStandard.csproj and is unrelated to this PR's files.
