中央テンプレ tomio2480/github-workflows v2.6.0 の reusable workflow を
呼び出す caller workflow を配置する（tomio2480/settings と同一内容）．

📦 変更内容

• .github/workflows/claude-review.yml を追加する．
  参照は SHA pin（20a93b5 # v2.6.0）で，Dependabot が更新を追随する．

🔧 前提条件（充足済み）

• Claude GitHub App のインストール．
• Secrets への CLAUDE_CODE_OAUTH_TOKEN 登録（全リポジトリ登録済み）．

🧪 動作実績

同一構成の実発火テストを techbook-template#65 で実施し，
メンション判定・レビューコメント投稿の動作を確認済みである．
