People miss the option, and it's useful.
Also show last change to students; no reason not to
…lease as student submissions

using lastchange should prevent submitting after-the-fact from counting as late work
counting manual release as student submission will ensure the update gets
logged like a student submission in the LMS
on startassess w timelimit, timelimit_expires_disp not returned
Previously it would treat those links like course new threads,
and next/prev through those.  Now it caches the actual list from
the home page. The downside is that's limited to 10 posts per
course, so it won't actually walk through everything new.
May revert and switch back to coursenew behavior
so upload handler can accept posts from both regular pages and
question pages
