Promote the bounded hosted release-readiness observation collector to data. It reads the actual private privacy catalog, validates minimized metadata, and records policy, retention configuration, RLS flags, and remaining catalog gaps without performing database writes or treating references as approvals.
Validation: collector integration tests run against real PostgreSQL; source/reconciliation checks and the protected develop PR checks must pass. Actual hosted metadata readback matches the pending 26-function and four-constraint advisor migration. Production backup/PITR and other external release gates remain unresolved; this promotion does not deploy production or enable writes.
