Pull request overview

Updates the pinned Google Cloud SDK version used by the worker base image so the Docker build pulls the newer Cloud SDK archive during image creation.

Changes:

• Bump GCLOUD_VERSION in Dockerfile from 581.0.0 to 582.0.0.
