Enable OCP 4.22 support and fix cosign 2.x Fulcio/Rekor conflicts - #168

Document OCP 4.22 as supported, add a support matrix, and drop pinned operator channels so ODF, Quay, and RHTAS follow the catalog default. Also remove explicit Fulcio/Rekor flags and duplicate cosign env vars from supply-chain tasks. Cosign 2.x uses the signing config from `cosign initialize` and rejects those overrides. Fully tested at OCP 4.22.6. Works fine. No issues.
