Match canvas_limits.max_canvas_widget_window_drag_regions_per_view. A hidden-inset header with a full tab strip emits one drag rect plus one exclusion per press child; the old 16-slot mirror overflowed and failed cockpit null-platform rebuilds with WindowLimitReached.

The null-platform drag-region mirror was smaller than the runtime cap, so tests could not round-trip a full set of regions.
