Add compose.yml, Dockerfile, .dockerignore and a compose-backed devcontainer from the webware-tools alignment preset (Mago 1.47.3, mysql:9.7 commented). Advance webware/webware-tools lock to ddd4fae.

Align with the webware-tools updated ruleset (matches webware-core, webware-htmx, webware-admin). 0.35.x includes Windows-specific PHPUnit filter and mago mutant thread-count fixes.
