PantherBrowseris deprecated on 1.x since 1.11 in favor ofPlaywrightBrowser, and 1.x's CI no longer exercises it. Removing it here rather than carrying it into 2.x.Clears the way for the 1.x upmerge, where
PlaywrightBrowserlands.
