Bring the GasStation cache-week fallback from main back through dev and release it with the cached-label correction as gasbench 0.9.10. The existing v0.9.9 tag is preserved.
Offline evaluations can use a populated previous-week GasStation cache when the current week is unavailable. Cached samples also use the current registry media type instead of stale cached labels.
Validation: 9 fallback/cache-label tests passed; Ruff passed; dev CI passed. A loader reproduction recovered previous-week samples with corrupt current-week metadata. It still returned zero samples when no valid previous cache existed or num_weeks=1 was explicit. This release does not add atomic cache writes or required-coverage validation.
