chore(beads): sync goal-zero and active work ledger

Synchronizes the rsry-managed Mache bead ledger.

Scope:

• records the Signet/Notme Goal Zero hygiene review bead;
• records the CDC chunk-diff investigation and its concrete acceptance criteria;
• carries the active Mache work beads for the v0.18.2 pin, cost-quality benchmark, and dependency-update queue.

The ledger contents are generated by rsry MCP; this PR does not introduce a second tracking system.

The branch forked at 7ad18dc (#619) on 2026-08-11 and .beads/beads.jsonl has been re-exported on main several times since, so this is a stale full-file snapshot of a store that has moved on. beads.jsonl is a whole-file export, so an older copy silently reverts everything newer — nothing here is recoverable by rebasing that a fresh export would not do better.

Superseded by exporting the current store.
