docs: publish the complete fillable knowledge framework

Completes the Knowledge Hub architecture merged in #10 by publishing the full documentation skeleton as visible, navigable pages.

• Adds 354 under-development framework pages across Foundations, Build, Use, Configure, Customize, Maintain & Repair, repository reference, learning tracks, Academy, Community, and About
• Expands the site to 408 Markdown pages in total
• Exposes every normal documentation page in a 470-line hierarchical MkDocs navigation; only the special 404.md remains outside navigation

Content policy

Framework pages are clearly marked Under development and explicitly warn readers not to treat unfinished material as validated build or deployment instructions. Exact versions, parameters, and contracts remain canonical in owning repositories.

Validation

• python -m mkdocs build --strict passes with social temporarily disabled locally; the production configuration keeps it enabled
• All normal documentation pages are included in navigation; only 404.md is intentionally excluded
• git diff --check passes
