Lands @vortsghost2025's #691 on current main. Authorship stays with the contributor; linear-history main lands it through a landing branch.
What it does:
doberman doctornow reports FAIL when Claude Code'sdisableAllHooksturns every hook off, instead of calling the hooks intact while nothing is being gated.Landing notes: clean rebase. Added the changelog fragment (691.security.md) the PR was missing.
